Meet Noelle
Licensed Clinical Social Worker and Alcohol and Drug Counselor
with over a decade of experience
Noelle Vitor is the owner and case manager of the Health Professionals Program of San Diego. She is a Licensed Clinical Social Worker in California and Colorado and holds a Certified Alcohol and Drug Counselor–II (CADC-II) credential through the California Consortium of Addiction Programs and Professionals.
Since 2012, Noelle has practiced as a licensed provider specializing in substance use and mental health treatment. Her experience spans direct clinical care, senior leadership, and quality oversight within complex substance use treatment systems. She has worked across the full continuum of care, including outpatient and residential settings, and has provided extensive individual and group therapy to individuals managing substance use concerns, often alongside co-occurring mental health conditions.
Throughout her career, Noelle has remained clinically engaged while serving in senior leadership roles, including as Quality Assurance Manager overseeing substance use treatment programs throughout San Diego County. In this role, she focused on regulatory compliance, ethical practice, clinical standards, and continuous quality improvement—experience that continues to inform her structured, accountable approach to professional oversight and support.
Noelle has also served as an active member of the Provider Wellbeing Committee at Naval Medical Center San Diego, where she supported physicians and other healthcare professionals whose substance use or mental health concerns were affecting clinical practice. She collaborated with multidisciplinary teams to help participants restore stability, professional functioning, and long-term wellbeing while navigating high-stakes professional responsibilities. She continues this work in her current role providing sober monitoring services.
Through the Health Professionals Program, Noelle develops individualized plans with each participant to ensure their specific clinical, professional, and oversight needs are addressed with care and discretion.
Noelle is an approved group facilitator for the Medical Board of California.
