1 | What is sober monitoring and how does it support physician and healthcare professional wellness?
Sober monitoring is a professional verification service that documents abstinence from alcohol and other substances through structured substance testing, group work and recovery oversight. The Health Professionals Program specializes in working with physicians and other licensed health professionals, providing tailored support for those in the medical field. Participants may benefit from structured, third-party substance testing, group support, and professional oversight. Commonly, participants are managing stress, addressing burnout, maintaining recovery, or fulfilling professional monitoring requirements. Engaging in these services is a proactive step to support both personal wellness and professional accountability.
2 | Can I contact HPP if I am concerned about my own wellness but have not been referred or required to participate?
Yes. In fact, physicians and other licensed health professionals are encouraged to reach out proactively if they have concerns about their wellness. Early engagement in discreet sober monitoring and professional support can provide guidance, resources, and oversight before concerns escalate, helping maintain both personal health and professional responsibilities.
3 | What does the monitoring or support process typically involve?
Confidential sober monitoring can involve substance testing, group support, and professional oversight. During an initial consultation, services are discussed to tailor to your individual needs, outlining what is required, recommended, and aligned with your recovery and professional goals. All services are delivered discreetly.
4 | Where are HPP services offered?
The Health Professionals Program services San Diego, Orange and Riverside Counties.
At this time, all sober monitoring services—including substance testing, group support, and professional oversight for physicians and other licensed health professionals—are provided virtually. In-person appointments may be arranged when clinically indicated or requested.
5 | Who has access to my information and sober monitoring reports?
Access to your information and sober monitoring reports is strictly limited to authorized personnel and entities directly involved in supporting your professional monitoring and wellness. This may include wellness committees, privileging authorities, workplace wellness programs, or medical boards—but only to verify participation in monitoring services. All information is handled discreetly and with the highest regard for confidentiality.
6 | Do I have to enroll in all services that the HPP offers, and how is cost determined?
No. Enrollment in all services is not required. While sober monitoring may include substance testing, group support, and professional oversight, some physicians and other licensed health professionals may engage in only one or two services based on their specific monitoring needs. During the confidential consultation, services are reviewed to determine what is required, recommended, and aligned with your professional obligations and recovery goals. Fees are determined by the specific services selected and the type of health professional enrolled.
7 | Do you accept referrals from employers, licensing boards, hospitals, or professional organizations?
Yes. We accept referrals from employers, licensing boards, hospitals, and professional organizations for physicians and other licensed health professionals who may benefit from sober monitoring and wellness support. All participation respects confidentiality and is designed to support both professional accountability and personal wellness.
8 | Do you accept insurance, and will insurance cover monitoring services?
Insurance does not typically cover sober monitoring services. However, a superbill may be provided for group services. Some Health Savings Accounts (HSA) may cover eligible costs.
9 | How quickly can services start?
Depending on your circumstances, health professional monitoring services may begin the same day as the initial consultation if needed. During the consultation, we will review your situation, determine which sober monitoring services are appropriate, and assess whether an urgent start is necessary. If there is no immediate deadline from a Medical Board, employer, or wellness committee, services typically begin within 3–5 days after intake paperwork is completed.
10 | What is your experience, training, and certification?
The Health Professionals Program is led by Noelle Vitor, a licensed clinical social worker (LCSW) with an advanced credential in Alcohol and Drug Counseling. Since 2012, she has provided direct care to individuals facing substance use and mental health challenges, and she has been supporting physicians and other licensed health professionals health and wellness since 2021. All of the services HPP offers are delivered with professionalism, discretion, and a deep understanding of the unique wellness and professional monitoring needs of healthcare professionals. The program provides a supportive, confidential environment where participants can engage in sober monitoring, group support, and professional oversight with confidence and trust.
